I monitor the Vancouver Island Rail Forum at [forums.railfan.net] According to the board, propane move a couple times a week in the Nanaimo area.

If you have time (its most of a days drive one way) you might check out the logging railroad up north in Woss. I was there four years ago and they were running two fifty car trains a day to the Beaver Cove log sort. I checked in at the office and they were very railfan friendly. Very unique operation.
