Actually, the GP15's were designed to replace GP7's and GP9's.
On Southern Pacific, SW1500's and MP15's were restricted to 65 MPH.
On Union Pacific, SW1500's are restricted to 50 MPH and MP15's to 70 MPH when handling cars or when in a locomotive consist that is controlled by a unit with operative dynamic braking. Both types are restricted to 45 MPH when used as a controlling unit running light (25 MPH on descending grades exceeding 1%.)
