The term "Business Train" explains it. I'd say that the purpose of most railroad business trains are to woo online shippers using their railroad by thanking them for their business, showing how well the railroad handles their shipments, what improvements in service are going to occur, etc. It's also a good time to get feedback from the shippers.

When SP ran their "Shippers Special" on the Siskiyou Line in 1988, they invited their customers for a ride and to interact with the railroad. It's also a good time to try to win back shippers who diverted their business to other carriers. A little adult beverages are also offered to make the occasion a fun experience.
