BOB2, your metric for measuring the "success" of a light rail project isn't necessarily everyone's metric.
I have yet to see any Los Angeles light rail project fulfill its original promise and actually serve the original target market in the way it was promoted to voters. None of these lines have made any significant impact on getting people out of their cars, which is always the "selling point" to those footing the bill.
LA's light rail programs are social programs that support engineering and construction firms, lawyers, and, ultimately, serve the poorest (read: illegal) residents who don't have cars to begin with, instead of the more affluent residents, who supporters promised would be wooed out of their cars in favor of public transportation. The whole "this get folks out of their cars" premise has become laughable.
Compared to other large metro areas, LA's Metro system is inefficient, convoluted, inconvenient, and time consuming to use. And you STILL can't get directly to the airport. I wouldn't vote for a light rail proposition in So Cal if it was the only proposition on the ballot. They are a waste of money to the average taxpayer.
