Yeah, there have been a lot of mean-spirited (and none too witty) skeptics on these untold-many threads, not that they didn't have reason to doubt anything would ever happen on NWP. But it looks like something is actually happening this time, and if there is really a trash-hauling contract --- and the railroad performs on it properly --- there's no reason other traffic, including whatever remains of the North Coast lumber trade, won't come back. If shippers see good service, they'll come back, at least some of them. But it will take a major initial commitment like trash-hauling to sustain the operation at the outset. Without that major kick, it will be tough to get anything going, repairs or not. If that trash contract is realized, and the railroad itself doesn't blow it with bad service (or isn't sent back to the Stone Age again by storms), there's no reason the line to Willits can't reopen. As for the rest of it, I wouldn't bet on it ....
