holding my nose, the bonds are supposed to fund capital improvements. As to the union issue, a referendum freezing current wages, outlawing the $1k ridership bonuses, and limiting ANY future raises to SS COLA percentages long with a "Taylor" no strike law is
the way to handle the issues.
