LED and other efficient lighting along with efficient appliances, energy efficient homes and businesses has dropped the energy load, but population increase is bringing it back up.

During the cold months take the idle coal hopper cars, pack them with snow, transport to Southern California and dump them in the reservoirs, because the drought just might be here for a while,
