22' is for a 1200 volt electric railroad. This will be a 25,000 volt railroad. 26' would be appropriate. 19' for a 25,000 volt railroad is frightening. CPUC has no standards for 25,000 volt electric railroads. Auto racks are currently at 20' 4" as is double stack. This low wire make Caltrans and UP completely incomparable.
