Actually, on Monday night the Starlight detoured via Roseville because the city of Sacramento informed the UP that at midnight they were closing the flood gates to protect the city. Those gates cross the Sac Sub in multiple places. By 8 am, the city recognized that it wasn't going to be necessary and informed the UP.
