I recall that one of the last things Jimmy Carter did was to "consolidate" the railroad retirement and Social Security funds to bail out Social Security (I still have a letter from my union from that date that talks about it). Up until that time, railroaders could draw SS and Railroad Retirement together, the consolidation eliminated that.
