Is your employer able to find enough applicants who can pass the drug test to provide a sufficiently large pool of candidates from which to hire quality applicants?
You've only provided enough data to show that 60% of the applicants pass drug tests and/or show up. However, without knowing the actual numbers of applicants and numbers of positions available, your numbers are meaningless.
