I could be wrong, but for some reason I want to say the line was initially OOS from Bullfrog, west of Cle Elum when the chip mill was still in theory open there. Once it went away in the late 80's the embargo was moved back to Cle Elum so the school could get its 2 carloads of coal each year. That was the only traffic west of Ellensburg until the school switched to NG.
