Actually 2472, if you bothered to take your head out once in awhile, you could have found the final Canadian Safety Board report.
Granted it was a long wait for facts after the Bullshit [now we call it fake] news.
If you are still sensate and can keep up , here's the information:
There may be some non-microencephalic folks that have interest, so I'll go ahead.
THe Candian RR rules- and one can download several recent versions from the web, state, as do model codes from the US, that a sufficient number of handbrakes must be set when a train is left unattended.
Ohbut the shysters say what is a 'sufficient number'?
The Canadian rules answered that too.
Stop the train with air
Quickly go set hand brakes.
Then get back in the locomotive, release the air and pull on the train, downhill
If it moves, set the air, go back out and set more handbrakes.
Do the pull test, etc, until there is no movement.
Now the weird part about LacM was, why did the fire and subsequent shutdown of the power have anything to do with the runaway ?
No so-called reporter did any investigation into the rules or anything else, just more half-ass repetition of half-ass ideas.
The answer is, that the engineer failed to release the locomotives' independent air brake, thus the pull test was against the hand brakes AND the loco brakes.
As long as the motors were running the air that leaked off- as it has been known to do for , say 120 years, was replenished. But the firemen shut the engines off, the air leaked off, there weren't enough hand brakes [cuz the engineer didn't do it correctly] and bad things happened.
