if, and i say if, i remember this
correctly, the problem was two fold,
1) the gyralight/mars was considered
a warning light, thus if it was
inoperable or burnt out, the affected
unit could not be a lead unit, and;
2)replacing a burnt out light/unit was labor intensive, so this gave the affected rr's a way out of maintainig them

how the rr's get away with operating
with a burnt out ditch light today, i have no idea
