BNSF provides operating crews and dispatching for Sounder under contract.

It does not specifically say that dispatching the Prairie Line is included, but it seems likely that does include dispatching on that line as well. Since Amtrak will be on the Prairie line as well, and those Amtrak trains are on BNSF rails both before and after their jaunt up on the Praire, so having BNSF dispatch everything would be the most reasonable.
