Questions about Point Defiance Bypass Line

Now that the Point Defiance Bypass project is nearing completion, a few questions come to mind:
1.) Who owns the bypass line between Tacoma and Nisqually?
2.) Who will dispatch it?
3.) What is its heritage, i.e., before 1970 was it NP, MILW, something else?
4.) There will still be local freight service on it, yes? Who operates that? Tacoma Rail?
