Sierra Has No Formal Agreement With the V&T Re-con

I saw in one of these posts that Sierra has an agreement with the V&T Reconstruction folks.
While the Re-con Commission indeed did choose Sierra as their operator, there is no contract. If you read the Sierra Railroad Phase II qualifications doc and ask Chris Hart, everything is pretty speculative at this point. The railroad won't be ready for years and/or $20-30 million more dollars.
It won't be clear what Sierra will bring to the table until the railroad is completed and ready to run. Many folks up here are concerned that Sierra will not focus on the heritage aspect of the Virginia and Truckee.
COMMISSION STILL BOUND BY CONTRACT WITH THE VIRGINIA & TRUCKEE RAILROAD
At the same time the Gray's Virginia & Truckee Railroad still have an actual contract with the Commission, and the Commission has not invalidated that agreement. It's a funny situation.
CAN SIERRA STILL DELIVER?
What I want to know, if Sierra no longer is going to have all that MOW equipment and staff they lose to Patriot, are they still anywhere near qualified to meet the needs of the new V&T if and when it's done.
