Pennsy preferred the Belpaire firebox for its ability to produce steam faster and more efficently. Perhaps the added cost was worth the trade-off . The amount of testing that they did was right up there with NASA . Get a copy of Apex of the Atlantics (Fredrick Westing, Kalmbach 1963. Out of print) The scientific approach taken is impressive. They managed to get a 4-4-2 to do as well as a 4-6-2 using less fuel and water. Not bad for 1911 technology.
