The various issues that have been settled are contained in a update to the SMART-NWP Operating Agreement.

There are a lot of ins and outs on this issue and it has not yet been approved by the SMART board of directors, although they should approve it, if they care about freight railroading in the North Bay.

You can find the agreement in the SMART Board of Director's packet at page 42. There is a good letter in there describing the changes and what has been figured out between them.
