A more drawn out answer is Ventura County RR got VCRR reporting marks in 2000.

By 2003 the VCY marks became part of the Galveston RR LP. These would be the blue cars. VCY marks were deleted from ORER in 2014.

So Ventura County has reporting marks of VCRR, and was drawn into G&W, now having orange locos.
