The question that begs to be asked...are we talking a cement distribution terminal?...or a full fledged production plant? World of difference! Distribution terminal can be QUITE quiet believe it or not, especially if they use pressure differential (PD) covered hoppers. One air compressor of significant size will handle several cars at once. IF they go with bucket elevators working with bottom dump gravity hoppers, that's a whole different ballgame. Apparently somebody believes there's sufficient construction in the neighborhood to host a cement corporation operation, rather than trucking it in from far away now as it is to the concrete batch plants.
