GP38-2 and early GP39-2s are basically the same frame/body, so I would think it'd be easier to rebuild a GP38-2 into a GP39-3. Using a GP30 carbody requires quite a bit more modification...however, BNSF has rebuilt plenty of 30s into 39s so they have experience with it.
