That doesn't make sense; on the Portland & Western between Beaverton and Wilsonville freight trains are OK for 40 MPH; passenger (WES) for 60. Of course there are numerous speed restrictions (notably for the Tualatin River bridge) but those are the top speeds. CWR, concrete ties, CTC/ATS, PTC in effect.
