Pretty sure that is one of the shuttles they park on Alcoa siding in Torrance to stage it for final destination in the port. They come down the ATC from L.A. then hang a right at CP Sepulveda through Rolling Jct and past Watson Yard then up the Harbor Sub to Alcoa. After they park it the crew cuts the power away, hangs an EOT, then tacks the power on the other end and secures it. When the train is needed they'll drive a crew up there from Watson.
The Harbor Sub is severed above Lairport so there is no way a train can come from L.A. down this route, if that's what you're curious about. The caption on Railpictures kind of makes it sound like the train came from L.A. down the Harbor Sub. It didn't.
