Steam ATS question

So let's say...

Coaster and Metrolink approve a 3751 to San Diego with a P42 and a buncha private cars, right?

So, they all approve, insurance, yadda yadda and just for the sake of the example, they allow full PSGR speed maximum authorized speeds... So there it goes with red bull on the boiler thru Camp Pendleton @ 90MPH and then @ 93MPH or whatever the overspeed thing kicks in the ATS shoe picks up a signal from the inductor and BAM! Emergency brakes kick in... Oh @#$%&!

What happens? Do the brakes kick in or how does the steam throttle ease down? Stahthi Pappas or other steam expert out here can tell us how?
