Perhaps, but $50 per year per CA resident is clearly too low to pay for both construction
and operational subsidies.
While the official CAHSR capital cost is supposed to be about $69 billion, nobody actually believes that will be the final total.

So just for grins, lets guess at $100 billion construction cost. Divide that by 39 million California residents, and we have $2564 per resident. That is just construction costs not operation.
$2564 per resident / 30 years = $85.64 per resident per year. Every man, woman, child.
Now lets talk about operational subsidies ....
