I used to live on 7th in the mid-70's and would shoot with a 300mm trains heading east on the bridge. That neighborhood is so-so these days, so I'm not so sure I'd set up a camera there now.

During the summer, you could set up on South Couer d'Alene street for a north side view of the old arched bridge and the train bridge.

South Lindke Street is good on the west end of the bridge.
