A locomotive definitely could NOT get to Cloverdale. For one, the track is currently torn out in Healdsburg, for the new roundabout they are constructing. I also understand that there are several places between Windsor and Cloverdale where the track has washed out and will need repair. Lastly, all of the crossings need new or additional equipment before they can safely protect any train movement.
