At one point communities tollerated railroads, in spite of the noise, etc., because they were preceived as bringing goods and raw materials and taking manufactured and agricultural goods to market - a beneficial nuisance. But, it seems that the perception of the railroad has changed to something that takes things from somewhere else (frequently offshore manufacturers) to another somewhere else. Yes, those containers might end up in our town, but they might as well get there some other way. I don't know how one deals with this perception, but if it isn't dealt with, future modernization of the industry will be even more difficult.
