Is there sufficient ROW north of Lagunitas? It looks to be pretty tight in a couple of places and I don't think it would be cheaper to move the Mainline over a few feet....or acquire an easement between those private properties that are the closest (and have folks go nuts at the possible need for tree removals that might be involved...)?
And, what, if any utilities are located adjacent or within the ROW and potential easements north of Lagunitas?
In linear track distance, you may be right, on a cost per track foot for that extension, but that may not include the costs of potential required easements or property acquisition, for the necessary siding clearance, and/or any utility relocations. Although, if there is sufficient clearance, and no hidden engineering issues, that idea might make for an elegant solution. And, that is still well above the ludicrously low ball estimate they have been using.
