If trains cannot run at 79 mph, Caltrain could not maintain its current 95 percent on-time rate."

What I want to know is what does one have to do with the other? If you can't run at 79mph, you don't schedule your trains for that speed. Maintaining a 95% on-time rating is determined by how well you do with your schedule, regardless the speed between between stops.
