SD38/SD40 Fuel Question

I understand that the SD40 uses quite a bit more fuel than the 38, however, I have an interesting conundrum. Would an SD40 pulling a given train at a given speed use more fuel than an SD38 with the same train, or would the 40 be able to maintain the same speed in a lower throttle setting, using about the same amount of fuel as an SD38?
