Mergers are complex and uncertain - in recent years think back to BNSF/CN and CP's recent efforts to merge with NS and later CSX. It is easier to work out agreements such as NS and KCS have on the Meridian Speedway. Also KCS is larger and more complex than you might think including KCSM and the Panama Canal Railway.
