It really isn't a matter of horse power, but the gearing in order to not overspeed the traction motor armatures. Add that to the stability of the SD 3-axle truck, the generally accepted "top speed", with the appropriate gear ration, would be about 90 MPH for the "old" SD truck.

Now, on the Dash-2 series SD units, equipped with the "better" HT-C 3-axle truck, they should have been OK to about 105 MPH.
