I am amazed that both UP and BNSF claim to have "congestion" problems through the Columbia River Gorge, yet neither railroad has opted for a rail to barge transload at Boardman and Pasco respectively to take some pressure off the gorge lines. The UP rail to barge transload near Wallula is about as close as they come, and that is used only for the WATCO shuttles off the PCC lines.

Is there anything wrong with being a comprehensive transportation company?
