The diesels in train with steam locomotives are there for dynamic braking going down grades. It wouldn't surprise me to find that they are used for routine slow downs too because the UP has converted it's so-called "passenger cars" to ABDX, which doesn't have graduated release.
And BTW, diesels have independent brakes, just like the ones found on steam engnines like the 844.
