We're being pretty loose with the term "diesels" here and what they are providing. For instance when you see a UP steam special with freight locomotives, they are there for dynamic braking first, additional power on grades if necessary second, and backup in event of a failure third. The HEP is taken care of with a power car.

When you see Amtrak locomotives in with a steam consist, they could be providing HEP in lieu of a power car, and then also providing the dynamic braking.

Saying any time you see a diesel is for HEP is erronious as a GEVO or SD70ACE cannot provide HEP.
