Another contributing factor is storing cars on tracks with significant grades. Obviously a rail car will roll on the slightest grade but when you factor in a heavier grade it takes more hand brakes to hold a cut. Well cars have notoriously difficult hand brakes. About a mile of chain and not a lot of holding power. Perhaps this grade (a helper grade as recently as the 80's) wasn't the best place for well cars.
