I agree with you that dual-guage is silly, but why exactly can't you have grade crossings with third-rail? Metro North and LIRR do it on real railroads in the US. Transit lines (CTA brown line, for instance) do it too. It's more dangerous than diesel or overhead wires, sure, but it's hardly impossible, either from a technical or regulatory standpoint. The more serious regulatory issue would be FTA/FRA compatibility of rolling stock.
