Transload Facility -Most Sourthern Florida?

Does anyone know what the most southern florida transload facility is?

Why??
1. Trucks can haul storm debris north from keys
2. Truck then haul rebuilding supplies south

If a transload facility can also be combined with a rail head site that can handle garbage and refuge for shipment to an incinerator after separating out the recyclebles for also rail shipment, it seems like a great financial opportunity....

That is unless there is a marine cargo terminal large enough to do this in Key West
