No real speculation required because the City of Bellingham has provided complete transparency on their web site.

Several years ago there was a public call for expressions of interest to acquire the locomotive, which would be scrapped if it could not be sold. Three organizations/individuals responded, two from Washington and one from Oregon. Bellingham asked for additional information earlier this year, but apparently not everyone responded. The Northwest Railway Museum submission was recommended by staff as the most competitive proposal, and was selected and approved by city council.

So the locomotive had to go to a museum or heritage operation or be scrapped.

Is that real enough for ya?
