To my understanding. It is not location or employer the gets the RRRB involved. It is if you handle freight in any way shape or form. On the SCBT&P we didn't get RR retirement for the tourist trips. We did get it when we made freight trips. But had to punch in with a different time card when we switched the mill at Felton on our lunch layovers on passenger days. Our engineers who where retired RR would abstain from this activity. We would grab a mechanic who was qualified to run the power. I have been a contract operator on a couple of properties and paid RRRB even though we where not the operating carrier.
