While this is true in the Silicon Valley region of the South Bay (Southern San Mateo and Santa Clara Counties), it isn't true of SF County, Marin County, Sonoma County, Solano County, and Alameda County, which comprise "most" of Bay Area. The process of pollution has been been pretty much halted in the Bay Area, something which can't be said about Texas (and why those chemical plants are there in Texas).
