IIRC, this started in the mid-1990s. I have photos of the PPC's on the Starlight in 1995.
Amtrak's internal accounting is interesting. I have heard that the Starlight ran with F40s in 1997 because they were old and fully depreciated. By using them instead of newer GEs, the Starlight was able to appear to be doing better financially - because it wasn't being charged with depreciation charges for motive power. I suspect that the PPCs fall into the same treatment because they are so elderly.
The business student in me would say that as long as the incremental cost of the cars (repairs, additional attendant, food and beverage supplies) is offset by the incremental revenue brought in by additional first class passengers, they should remain in service. The cynic in me doubts that this is the case.
