Can't tell from your post if you think that's a good thing or a bad thing.

However, a federal prohibition against water pollution predate the EPA by 70 years. The Refuse Act of 1899 prohibited "dumping of refuse" into navigable waters, except by permit. This law would be considered by those who support Trump as "federal overreach."
