The eventual departure of the septuagenarian capos of the political machine running California might speed up the process. BART total grade separation costs a fortune so one might as well take advantage of one of its features, which is the possibility of automated operation.
In HART's case, while I understand their thinking, I still would have gone with light rail OC so it would be possible to operate at grade in the street. Oahu is small and the possibility of branching to, say, Ewa Beach makes sense to me. Plus I believe underemployment is a problem there so it might be worthwhile to pay some operators. Social peace in the valley. Solidarity.
