Santa Maria has a dumb broad as mayor, Alice "in wonderland" Patino. She was in complete denial about the MS-13 gang taking root in SM. MS-13 starting killing the local gang members and tried to take over the drug trade from them. She finally got her head out of her ass and the FBI and local cops finally got a handle on the situation. The city ain't very friendly toward the SMVRR from what I hear. She's part of that anti railroad attitude. It always starts at the top.
Maybe one of the local gangsters got their f*****g low rider hung up on one of the tiny bumps in the road. Not impossible.
