Why hasn't Amtrak Sunset Limited Service been restored east of New Orleans???

Why hasn't Amtrak Sunset Limited train service been resored to the East of New Orleans on the Sunset Limited route since the occurance of the last major hurrican to strike the region: Hurricane Katrina? Which was some three (3) years ago. Seems ridiculous?
