The people are in LA and SF. and they want to travel between each other. Directly.

Easy to build a spur from the north base of Tejon-Grapevine to Bako.

In terms of "default"

1. Far and away Tejon
2. Altamont close behind Altamont
3. I-5 faster and cheaper and less environmental impact, but the most arguable.
