The first operator chased after the opportunity for years and wound up leaving following a spat with UP. The owners claimed Omaha promised unit train port traffic at West Sac as a package deal with Santa Cruz. This was around the time they were suing Patriot Rail over Mclellen. The second operator never had the capital or intention to follow through with their promises of dinner and excursion trains. Trying to use the line for storage like so many of their other operations ran up against RTC concerns. The washout put a crimp in their downsized plan.
